City of Minot: Don’t leave Minot without Animal Services

On January 20, 2026, the City ended its animal services contract with Souris Valley Animal Shelter effective immediately. Souris Valley chose to continue providing care through the end of February, so pets in the community would not be left without services.  
 
As of March 1, Minot will have no impounding facility for cats and dogs, and no confirmed system to protect lost, stray, or injured animals. This puts public safety, animal welfare, and our community at risk. 
 
Regardless of the contract dispute, animals should not suffer because of administrative or financial disagreements. I urge you to take immediate action to establish a humane, legal, and transparent plan for animal services before the current contract expires. 
 
Minot must not be left without protection for pets and people. 

Why is this important?

Without a plan in place, lost and stray animals will have nowhere to go; injured pets may be left without care, and residents and first responders will have no clear process to follow. Minot deserves a humane, safe, and transparent plan for animal services, and together our voices can urge city leaders to act before it is too late. 

The more signatures we can show them, the more likely they are to consider this change.
